Police allege that Amir Abdulrahman, who is nineteen, was a passenger in an SUV that Sgt. Andrew Harnett tried to cease on Dec. 31 when he seen its licence plates did not match its registration.
Harnett was hit and dragged.
Police have stated the SUV sped off, and a second, unrelated, automobile could have come into contact with Harnett on the street.
